Fault appeared without any apparent reason at engine start. I kept driving the car until after few days fault color became red from amber and engine did not start anymore.
I went to a garage where they erase the fault but next day fault came back and again I was unable to start the car.
-battery voltage checked and is okay.

The technician propose to change the steering column lock but part not available for at least fifteen days and also very expensive.

1. is possible to deactivate the steering lock from software?
2. If I remove or disconnect this part is possible to start the engine and drive the car?

Welcome to 2CarPros. The description sounds like the lock is causing the anti-theft system to activate. If that is the case then there really is no way to remove it or bypass it and still have the engine run. BMW as well as most others integrate the security system into the rest of the vehicle to prevent that from being possible to lower the desire to steal the cars.
From what you describe it sounds like the issue is in the module itself and those are not repairable, you just replace them and program the new one to work with your vehicle.
