steering wheel hard to turn after changing a flat tire?

I have the vehicle listed above SEL, it is my wife's truck so one day she got a flat on the front right side she changed the tire but then noticed her steering wheel was hard to turn. we changed the rack pinion new. but still hard turn I haven't changed the power steering pump, could it be that? the pump doesn't leak at all, could it be that?

Can you hear the power steering system laboring when you turn it, also I would lift the front off of the ground to see if it gets any easier. Here are the instructions for changing the power steering pump out in case you need it. This guide can help as well:
