Whining noise when turning at low speeds

Need a little help here please.
For the past few days, I've been hearing a whining noise coming from the car when turning at low speeds. I checked the power steering fluid which was topped off around late April. I found no evidence of leaks plus the steering wheel is not stiff as I could still make turns with no problem. Back in 2014, the car had its rack and pinion replaced at the local Pep Boys. I also recently had a belt tensioner pulley replaced at the local AAA store in West Chester. And when I went out for lunch one time, I just happened to meet someone from Meineke who told me that based on what I told him and without a visual inspection of the car, he said it sounded like the power steering pump was going bad.

So can someone please help me solve this mystery?

The power steering pump does sound like a likely candidate, but let's check the Oil Pump Reservoir Screen first. In the diagrams down below I have included a Technical Service Bulletin (TSB) about whining noises coming from your vehicle's power steering system. Please go through it and get back to us with what you are able to find out.
