Starter troubles

can a rusted ground cable on the chassis keep the starter from working from the battery negative?

Absolutely it can. If you don't have a good clean ground then you basically are going to get less then 12 volts to the starter because the rusted ground will require more current to make it to ground. This will cause the load (the starter in this case) will have less voltage.

Let's clean the ground and make sure it is tight then retest to see if the starter is working.

If not, let me know and we can go to the next step.

So far seems to start up every time. thank you. the ground was dirty and a rusty bolt.
