Starter problem

Three months ago my car needed to get jump start which was very strange since there was still full power with everything else. The car ran fine till a month ago when it happened again, then again, then again until now it will not turn over but there is still power in car. The last time I got it started the started made a weird sound like a winding sound as well. I just put a brand new battery in today after I noticed the battery in there was not even the right one. Now I do not even hear the starter clicking anymore but the car still has full power. Is it the starter solenoid? The starter? Both?

Please help me. I am unable to take it to a shop for Financial reasons, but can I do minor repairs myself.

try resetting security system if no manual look online for your car on how to do it.
