Sometimes you will get a bad batch of rebuilt starters, especially if they are off brand. But I have seen a bad ground or positive cable cause problems as well. Make sure the battery cables and clean and tight. RockAuto has a good lineup of starters. Can I ask how the starter is going out, how can you tell? Can you upload a short video in your response? I noticed in the instructions you need to replace the starter CUT RELAYS 1 and 2 when doing the starter. Here is a guide to help and I have included how to replace the starter motor correctly:

Remove the harness holder (A).
Disconnect the positive starter cable (B) and the connector (C).
Remove the starter (D).
All Removed Parts - Install
Install the parts in the reverse order of removal.
NOTE: Make sure the crimped side of the ring terminal faces away from the starter when you connect the positive starter cable.

NOTE: If the starter is replaced, do this procedure. If the starter is replaced, replace starter cut relay 1 and starter cut relay 2 at the same time. Make sure the HDS is loaded with the latest software version. Replace starter cut relay 1 and starter cut relay 2. Connect the HDS to the DLC. Turn the vehicle to the ON mode. Make sure the HDS communicates with the vehicle. If it does not communicate, go to the DLC circuit troubleshooting.
Select IDLE STOP STARTER COUNTER CLEAR in the ADJUSTMENT MENU with the HDS.
