After running out of gas the engine stalls and will not go faster than 13 MPH?

Ran out of gas. Refilled and car started but stalls and won't go above 13 MPH. So, replaced both pumps and filter but car still does same thing.

Check to make sure you are getting enough fuel pressure to the engine. With it only going 13 MPH it seems the engine may be starving for more.
Did the fuel gauge say empty or was it slightly off empty? Reason sometime there is a buildup of water in the tank.
