Speedometer and odometer stopped working. If it is not the VSS then where can I get an instrument cluster?

Hello. My favorite place to look for those types of parts are (1) eBay and (2) Car-part.com (a collection of junkyards that will ship to you).

As far as checking the VSS, I'd get a scanner with live data if possible and see what readings you get while moving. No reading indicates a problem in the vas or it's circuit. A correct reading indicates a failed cluster. If you can't get an old OBD1 scanner with live data, the next thing you can do is pull the trouble codes manually. If code 452 is there, perform the steps in the attached images until you identify the problem. Use a multimeter or voltmeter in place of the breakout box that they call for.

Let me know what you find and we'll go from there. Good luck.
