The only time you see this is when the head gasket is blown. does the engine overheat? Lets do a chemical test to confirm the issue. Also can you remove the spark plug and upload a picture?
Many thanks Mr Ken.
I will send you the spark plug.

This appears to have water in the top of the spark plug hole and that would typically only get there if the engine was submerged in water or you have been spraying down the engine with water. It is unlikely for the water to get in the plug hole during normal driving.
Is there any other portion or information to this story? Did you just buy this vehicle or has it been sitting for a long time?

I would replace the spark plugs and not worry about the rest of the rust that I pointed to in the picture. The only way to fix that is to replace the head and if there is no issue with the vehicle running then I would leave it alone until it causes an issue and address it then.
I am concerned with those white bubbles as it may be rusted through to the combustion chamber. If it is then the head will have to be replaced.
