Sparce blue smoke and rough start up when warm

When it is really cold outside and my car is frosted over, when I start up my car, a tiny bit of blue smoke comes out the exhaust. It only does this when it's super cold though. What is it?

Also, when my car has been running for a while and I shut it off to go into a store and come back and start it up, it sounds all bogged and it idles super low, around 450 RPMs and it sounds like it's drowning or something. I have to rev it to roughly 3000-3500 RPM to have it stop this noise. Why does it do that?

the blue smoke is oil from valve seals leaking a bit noting to worry about try cleaning the throttleplate on both sides an iac hole with choke cleaner for other problem

Your ECT (engine coolant temperature) sensor could be faulty and as a result the engine is flooding. Blue smoke is most likely oil, although a vehicle that is running rich can produce blue tinted smoke as well. You can smell the difference in exhaust between fuel and oil. I'd check your oil level just in case your engine is burning it.
