Solid red anti theft light on but car still runs

How do I shut off anti theft light? I've tried the door locks and battery and lights still on but car still drives.

I had left the windows open and it drenched the doors and inside the car then the door locks would only lock so i disconnected battery then after connecting battery the anti theft light is on solid red but no sound alarm and no relay under hood for the anti theft and car still starts up and drives.
