Smoking serpentine belt?

I put on a new serpentine belt correctly as far as i can tell. Also took battery in to be charged. When i turn the key to crank the car, first it feels as though it doesn't have the power to turn over. Like its struggling to pull loose. I kept trying to crank it for a very short spell and then it began to smoke. I didn't see exactly where it was smoking because i freaked out and turned it off really quick, but it was from the belt area. It's a friend's car. They dropped it here with a belt snapped in two. If a component is stuck or frozen up how do i know? With no belt two pulleys spin freely as well as the tensioner. How do i test the other two pulleys or diagnose my problem?

Hi,

If you remove the belt, all pullies except the crankshaft pulley should turn easily. Are there any that don't want to move?

Also, let me know which engine it has so I can look at the belt routing diagrams. If it smelled like rubber burning, there is likely the belt. If you are questioning something electrical, turn the key to the run position to see if anything happens.
