The flashers in that car are controlled by the body control module, no relays or flashers. However, both of those circuits share a common item, namely the switches work by simply grounding the selected item and both use the same ground point behind the left end of the dash. To test if it's the problem the simplest way would be to find the BCM and use a ground at the switch inputs, this would at least tell you it isn't the BCM, then you could find the ground (G7) and test it. To test the BCM you remove the left side footwell trim panel and the BCM will be behind it. Then find connector 4 and terminal 4G, this pin when grounded will turn the hazard lights on. If that works, then you need to find the broken ground and repair it.
Another way would be to access the hazard switch connector in the dash by removing the center trim panel. Then at the switch you would ground the black wire with red stripe and turn the switch on, Do the lights flash? If yes check the turn signals. If they also work then the problem is after the wire splice, at this point you could simply connect a jumper wire from the black/red to a good ground and bypass the bad ground.
