Should the cam gears on each block match one another?

Just replaced the timing belt that broke while driving. After the replacement i attempted to start it and it hardly won't start and when it does it sounds bad. Have checked and realigned all the gears to the correct location but get the same result. I took the valve covers off because I wanted to see if the cams were alright and to check their alignment. When one set of gears is in alignment the others are not in the same alignment, is that normal or should both sets of gears be in alignment with each other.
