No starting

Hello, I was wondering how come my car doesn't crank or turn over but the dashboard lights turn on along with the radio, but doesn't seem to want to start. we tried giving it a jumpstart and still nothing. we also tried sparking the wire to get it started and still nothing, but wen we turned the motor belt by hand just a little bit it started right up. Now after I turned it off it no longer wants to start again.

It sounds like you might be having trouble with the starter motor. Most auto parts stores will test the motor for free. Here are a few tutorials for you to view showing the operation and replacement of a starter motor:
