A/C blows warm on passenger side

HVAC blows only hot air on passenger side of vehicle while drivers side blows hot or cold (whichever is selected). I have had it to the mechanic and they say they can't find a cause. this issue is fine in winter but unsatisfactory in summer.
Is there a diverter in the ducting splitting left and right side? maybe a flapper for hot or cold??

This is a blend door actuator that is on the passenger side. I assume you have dual zone temperature controls? Meaning you can control the left and right side temp separately?
