the security light never turns on

Following the method described on the site I am attempting to start my car after replacing the battery. It says to leave the key in the ignition in the on position, however the security light never turns on in the first place.

Hello,

It sounds like the TBC fuse is out can you please check it. here is a guide and the fuse location with the wiring diagrams so you can see how the system works:
