Engine Cooling problem

hii i`ve seat ibiza 1999,i`ve problem in my engine that it doesn`t heating up to the normal temp. to be stable and working probably,the acceleration in the car and its performance is not good now and all that after i change the water pump of the coolent engine and i see now that there is a leakage in the output of the engine exhaust and the piping because when i change the water i put green water especially for the coolent so i can see the leak of water from this place,so i hope that i could know the reason and how i can fix it...,thankx
