seat belt wet

when it rains the seat belt comes out from driver's side wall, wet. There is no seam in roof and the door casket is intact. How does it get wet? It is not left hanging out the door. How to fix this?

check for leakage around door seals and or windows as well as holes near bottom of car or where seat belt retracts back into.
