First you have to determine if the tire is scrubbing on the road surface or if a brake part is rubbing. If the hub is shifting, the brake rotor could rub against the brake caliper or its mount. The parking brake shoes could rub on the rotor. Worn control arm bushings or lower ball joint will allow the alignment to change. That can let the tire steer toward or away from the center of the car, and scrub on the road.
You need a live person to look at this. The best place to have the steering and suspension systems inspected is at a tire and alignment shop. They will also read the tire wear patterns for signs of misalignment. There's no way to even guess at the cost of repair until they know what is wrong. The people doing the inspection will be able to tell you what is involved and what it will cost.
