only time noise not present is when oil pump is off the alternator, this happens even with a brand new alternator.

I need some clarification. The alternator doesn't have an oil pump. Are you referring to the power steering pump?
I attached a picture of the alternator. Please explain what is happening. Also, is the noise from the belt?
