1996 Saturn SW1 Power Locks

All 4 power door locks click constantly with car running or off. I pulled the 20 fuse and it stops....put the fuse in and it starts again.
A master stwitch or fuse that I do not see or something else?

Most likely on that year and model you have a bad driver's door lock switch that is keeping the door lock's running.Put the fuse back and unplug the drivers door lock switch.If the door lock's stop moving then replace the switch.If they don't then try unplugging the passenger front door lock switch.Let me know what you find.
