1996 Saturn SL2 fuse box

I think there is a short in my fuse box.
I have pulled all the fuses and opened it up to the layer with all the clips.

But I do not know how to get to the lower layers.
I don't see any screws. I want to see the actual connections.

My situation is that with all the fuses out I still have a short for where my cooling fan relay is.

I don't see how it could be a short anywhere else, since all the fuses are pulled.

are not made to be disassembled like that , when fuse box fails they are to be replaced only, not repairable. if you feel there is a short in it than swap it out with a known good one from a salvage yard.
