1995 Saturn SL2 idle problem

My saturn will rev up to about 2200 when i first crank it and when it idles down it will sometimes idle down to about 100 to 300 then it will idle back to 1100 and in gear will stay at 1100. Recently it has started revving up to about 3000 while driving and will finally idle back finally to 1100.
