I get 12 volts with the switch on and 0 when it is off, so I thought I needed to replace the blower motor. I installed a new one, but it still does not turn on.

Hello

Please check the HVAC fuse (15-amp), located in instrument panel fuse block. If fuse is blown replace as necessary. Please check it with an ohm meter or a known good fuse. Check for loose connections at blower motor relay, located in instrument panel fuse block. Here is the blower motor wiring diagrams and a guide to help you see where you lost power

Check out the diagrams (Below). Please let us know what happens.

I tried both of your suggestions. I replaced the 15 amp fuse (though the old one looked fine) with a new one. I swapped the fuel pump relay with the one for the HVAC to see if that was the issue and did not get a difference. So I used the test light and found the connection at the relay was bad I fixed that and BAM! all fixed, thanks for your help I love this site.

Start out by testing for power and ground at the motor to see which one is missing and that will determine which direction to go next.

His to add to this one you can't take the motor apart to fix the loose terminals inside you just have to replace the blower motor have ran across this before. To remove the motor you just unplug it and remove the three screws. Also inspect the Connector going to the motor I have seen the Connectors going to them melt.
