1998 Saturn SC2 electrical problem

I have a used saturn, and my fan motor is shot because I put a direct line from battery to motor and nothing happened. But thats not the question, I purchsed a Saturn repair manual and I did my checks of the sensors and I'm stumped, Because to put it in lame mens terms, " The engine can't tell the radiatorfan to come on????
