saturn L series - wheel noise

I have a 2001 L-series Saturn sedan. It is a 4 cyl. with 78,000 miles. The front wheels are making a metal on metal sound when you turn and slightly less when driving. We have already replaced the front brakes and rotors. Any suggestions??
