High Idle Speed

5 speed manual

-At first start up Idle is above 2500 for over 5 mins.
-If you are sitting on a hill and just allow it to roll rpm go from 900 to 1700
-when shifting rpm don't drop unless you wait for aprox 15 seconds then drop to 1500 to 1700 only
-engin speed does not go below 1500 unless car is stoped for a 30 seconds to 1 min.
-checked codes and found none
-have auto xray diagnistic tool and viewed real time data and found no problems with TPS
-can not find a price for fuel pressure regulator anywhere does it have one?
-thinking Idle Air Control Valve
am i right?
this is a repair i am doing for a church at no cost need to try to spend as little as possable can you help?

IAC i very possible. EGRs are a sore spot with these cars too. Clean em both.

Coolant temp sensors are known problems and will cause high idles/ Easy and cheap fix. Get the updated brass tip design from saturn. Also check the wiring plug for corrosion. Clean or replace it also.
