It is located in the front of the engine bay, near the hood latch, on the passenger side. It has inscribed on it...

"Remove for manual operation".

Is it for the pop-up lights?

Thanks for the reply. Yeah, it was a matter of deduction (I "deduce" slowly sometimes). There are two of them and the only logical reason was for the pop-up lights. Hope I never need to use them, but it's good to know that Saturn was thinking ahead when they engineered this car.
