2002 Saturn L200 4 cyl Front Wheel Drive Automatic

I turn the key starter spins but engine does not start. It sounds like the starter spins but bendix does not engage to flywheel to turn engine. I know there are relays in the system. Could it be one of the relays

it sounds like the starter spins but bendix does not engage to flywheel to turn engine. Sounds like the starter overunning clutch is slipping.
