2004 Saturn Ion power streeing

U most likely have a bad steering motor u have electric steering that's why u can't find a place to put fluid.it's not a blown fuse because when u blow a fuse u have no power steering at all.pretty common problem the motor is mounted right to the steering column.u should have ur codes read in ur powersteering control module u probably have like a c0475 motor fault.the motor gets hot fails the parameters it should read back to the module sets a fault code the module turns off the motor when u cycle the key it resets the fault until it happens again.hope this helps let me know how it goes.also donations and feedback greatly appreachiated.
