2003 Saturn Ion Front turn signals

2003 Saturn Ion 4 cyl Two Wheel Drive Automatic 142xxx miles

When I flip the turn signal the rear lights flash but not the front ones. The bulbs are fine but just don't flash. Could the signal flasher allow the rear ones to flash and not the front? If not, then what else could it be? Also, I have checked the fuses and they all seem to be fine.

I also had trouble with my front directional lights a few years back, same year car 2003 ION. The directional lights kept blowing out, I would replace, they would last a short while and then it would happen again. I ended up having to replace some kind of harness that the bulbs went into - have not had a problem since
