1999 Saab 9-3 repair Question Car won't go over 2000 rpm

I get the car up to normal running temperature, and then it will not accelerate and when i press on the gas pedal the rpm's jump around from 1000 to 2000 rpm's, and won't go past 2000 rpm. The car acts like i'm pressing on the gas pedal and then taking my foot off the pedal when i have constant pressure on the pedal. It's like i'm revving the engine when i'm not.
