Engine runs rough

I don't have test equipment so I'm hoping you'll know.This truck will start and runs very rough and if you try to rev it,it gets worse. Shut it off then restart,it will run smooth.It has new plugs and wires,distributor cap and rotor,brand new.There is one vacuum line I cannot find where it should connect.I've looked at lots of videos but no match and shop manual doesn't show it.With it blocked off,it lowers the idle a bit.The run smooth after restart is biggest concern.Have you dealt with same issue?

The fact that you have a vacuum line off and when it is blocked it makes a difference then I am pretty sure this is a vacuum leak.

It may not be just the line that you have off so let's run through this testing in this guide to find a leak:

Also, can you get a picture of this vacuum line and the general area of where it is and we will try and figure out where it goes?
