Runs hot when slow or stopped

I have replaced the 273ci engine with a newer larger 340ci. Both have had the same problem problem with heat at slow speed. I have replaced every part of the cooling system. I have a new aluminum radiator, water pump, hoses and belts. 180° thermostat. I also tried a 190°. I currently removed the mechanical fan and put an electric fan/shroud pulling. I tried it pushing as well along with the mechanical fan. I am wondering if using a fan clutch would be any better. My question is how does a fan clutch help? It seems like stopping the fan would make it worse.

Hello, I am Danny.

Basically, a fan clutch (mechanical-viscous type) are controlled by fan speed and engine rpm's to help aid cooling at lower speed usually forty five mph and slower. That is to help for low speed and idling. I would say the electric fans would provide better cooling. You want them to be wired to pull airflow through the radiator (toward engine) if mounted on inside of engine compartment. Hope this helps and feel free to ask any questions if needed.
