i am just noticing a vibration when going over forty five mph and a rubbing and more pronounced vibration when braking in the front end passenger side. i have all new tires and the air pressure is right in all. its making it hard to slow down in time and i am unsure if it is safe to continue to drive any advice would be appreciated

The description sounds like either bad brake pads (worn out, or damaged) or a wheel bearing issue. Both should be looked at and repaired ASAP.

If it sat four months it could easily be rusty rotors causing it. Especially if you are in an area that has been raining or the last time it was driven it was in snow/salted roads, then parked.
