Rpm issue

Car was heating due to non circulation of cooling water, water pump was leaking and thermostat (heat) needs to be replaced and radiator service.

Now, i just noticed during fixing all the above, throttle body and air valve control were cleaned too.

Rpm's of my car hits until 4000 in parking and neutral.
Is it a standard or any kind of fault?

Your car has a rev limiter that kicks in at 4000 rpm in neutral and park. It keeps you from damaging your engine or transmission. In short, it is normal.
