RPM's fluctuate in third and fourth gears

After starting to drive in gear three or four, rpm's gauge go up around 3500 then go down again to normal (2000 rpm).

I need to know if this problem from clutch or anything else?

have a transmission specialist scan for codes, it may be a clutch seal going bad or an electrical problem.
