code P0013?

This is the first newer car I've owned, so I'm not completely sure if this is a new car thing, or an actual problem.

The RPM's seem to slightly fluctuate when I'm coasting, and sometimes when I'm going down hill, but It seems normal when I'm accelerating (shifts normally/smoothly, etc.). I was just curious if this was a normal thing or not.

After using a code reader, it came up with the code P0013. Would that be causing this issue?

P0013 is the OBD-II generic code indicating that the engine control module (ECM) has determined that the bank 1 exhaust camshaft OCV has an open or short circuit. I would replace the sensor first. here is the location, please use AC Delco parts. Check out the diagrams (below). Let us know what happens and please upload pictures or videos of the problem.
