Rotor play issue?

So, for some reason there is a lot of noise coming from the driver's side. I thought suspension has major issues, when i jacked it up turned out the bolt that holds the rotor in place is half broken and fell off soon as i took off the wheel, when i was moving the tire side to side the rotor was moving a lot more than it should, i thought it was the hub. But when i removed the wheel i saw the rotor lug holes look like this. Never seen that before, either someone found a rotor that looks like this, or they drilled it to look like this when it is not necessary as whether the small area is larger area of the hole can accommodate the lug. Looked on other side on passenger and it's not like this, normal holes. So not sure why someone would do that. Wheels are aftermarket but same exact size as the OEM that should be on the car. Once i held the rotor in place by hand and moved it since the bolt that holds it in broke the noise is gone when i shake the rotor. But regardless of whether the screw is there shouldn't the rotor stay in place and not move at all since the wheels are tight and flush? Just weird. Also, the screw i found that holds the rotor is different than what should be, other side is owm.
