Roaring sound when driving approximately 25 MPH

Does this sound like it is coming from a tire area or the engine area? This is most likely a wheel bearing but it could be the engine fan so we need to try to limit down where it is coming from. Also, once you start to hear the noise does it get better then worse when you swerve from side to side like you are trying to avoid a pot hole?
