Replacing clock spring, got the classic "no horn or cruise control, and air bag light on"?

Got the classic "no horn or cruise control, and air bag light on" symptoms that point to a bad clock spring. I've researched the job and bought the part but have some concerns about the danger of the airbag activating while it's upside down on the steering column. I know I need to disconnect the battery and give it time to discharge the entire system. I read that even a little static electricity can trigger it. Am I over-worried, is there a way to ensure it won't go off, or is this job best left to the pros? Side question: If I want to temporarily re-route the horn wiring to a push button on the dash (to pass PA safety inspection) until I can get the clock spring replaced, any idea which wires I'd need to grab under the dash?
