2004 Renault Laguna Running too fast

When starting from cold, engine runs fast initially as expected. As engine heats up the higher revs are maintained. Switching off engine and restarting usually rectifies problem, but not always. In conjunction, the temperature guage does not quite reach the normal running temperature.
