1997 Renault Clio Two Wheel Drive Manual 99000 miles

There is a rattling/clattering noise coming from the front drivers side of the car in the region of the wheel.
The noise isn't heard at speed, and only after bumbs in the road or just generally moving over roads that aren't good.
What problem does this sound like?
How much should it cost to get fixed roughly?
Is it safe to drive?
