Relay clicking behind glovebox

Replaced battery and negative cable, engine turns over but will not start. Relay behind glove box is clicking rapidly even when key is out of ignition. Relay is labeled RC-5009.

there are five relays behind glove box. check starter control l relay and PGM relays. see picture. I would test the battery it sounds like you have low voltage? This guide will help you

Replaced the pcm relays, same result, the four pronged pcm relay is still clicking even with key removed. Would the starter control relay cause the pcm relay to rapidly click without key in ignition? Car will also not shift out of park

check battery for condition including load test that may be problem. does car turn over and not run or just not turn over.

Battery is brand new, engine turns over but will not start,the pcm relay next to the fuel pump relay is chattering rapidly even when key is removed,I replaced both relays and same result

This sounds like you have a bad ground somewhere? check the ground cable from the battery to the frame of the car.

Thanks for your help. Based on the dead short comment, i went back and checked all the grounding connections and found a bad ground from the fuse box under the hood. Tied in a new ground cable from the fuse box and Presto!
