Reeve counter vibrating when car idle

R counter not stable when car idle, above 1000rpm and below upon take off gauge vibrate from 1000rpm to 2000rpm then normal from 3000rpm

clean throttle plate with choke cleaner on both sides and iac hole then check for a vacuum leak like bad hoses cracked etc.
