Receiver/Dryer replacement?

I am replacing the receiver/dryer. I am not sure how I gain access to the bolt at the lower end of the receiver/dryer to remove and replace. Any help will be appreciated.

The picture looks like frame or body bolts not for the receiver dryer. Here are the instructions for the receiver dryer replacement. Check out the images (below). Let us know if you need anything else.
