Good morning,

Has any work been done? This sounds like a bad master cylinder and it is not producing pressure to the wheels.

I attached the procedure for you below for the repair.

REMOVAL
1. Disconnect the brake warning lamp indicator wire from the plastic reservoir low fluid level warning switch socket.
2. With the engine (6007) turned off, push the brake pedal down to expel vacuum from the power brake booster (2005).
3. Disconnect the brake master cylinder connector tube (2A040) from the brake master cylinder.
4. Remove the wrap-around clip and attaching nut from the booster master cylinder mounting stud.

Replaced master cylinder bench bleeding first. Then I scan tool bled brakes 3 bottles of fluid with the same results. I believe my problem lies in the shoe adjustment in rear. what do you think?

You could adjust them but it will not affect the flow of fluid to the wheel cylinders or the calipers.

If you use vice grips on the brake hoses, 2 front, and one rear, test the pedal and see if it is high and hard.
