Rain leak

Rain leaks in the back license plate cover on the back door of the van. I think I need to loosen the bolts holding it on and apply some sealant or caulking. What should I use?

Hello, I am Danny.

If you want to apply RTV(Room Temperature Vulcanization) type silicone I would suggest using the Permatex brand clear RTV (picture attached). It comes in a tube and costs around $10.00 at any local auto parts store or hardware store. It would be fully cured in about twenty four hours.
