Radiator fans not working properly

My radiator fan on the drivers side will turn on with the A/C but not the one on the passenger side. Also, I don't see fans turn on by themselves after I've let it run for awhile. i have applied power directly to both fans and they work fine. Do I need to change a relay or the module for the passenger fan?

Yes, I would test both the fan relay and fan controller.Here is a tutorial showing how to test a relay:
